Kit Siang: Muhyiddin's statement over 1Malaysia logo ban 'ridiculous'

DAP national advisor Lim Kit Siang said Friday it was "downright ridiculous" for Deputy Prime Minister Muhyiddin Yassin to assert that the Selangor state government's move to ban the 1Malaysia logo was due to its fear over the concept.

The Ipoh Timur MP also urged the Selangor state executive council to review its decision to ban the 1Malaysia logo from advertisement billboards, in order to prove that Muhyiddin was wrong in his claims that the Opposition is afraid of the concept created by Najib's administration.

It was reported Wednesday that the Selangor state government has banned advertisements on billboards that feature the 1Malaysia logo, which it claimed was a Barisan Nasional (BN) political symbol and therefore, contravenes local by-laws using political symbols in billboard advertisements.

Muhyiddin had responded to the 1Malaysia logo ban which was made known by Selangor exco member Ronnie Liu, saying that: "“They (Selangor government) are afraid of the 1Malaysia logo which has become iconic to the people. The 1Malaysia vision has noble intentions, one of which is to unite the people regardless of their political leanings.”

However, Lim said in his statement Friday that: "Muhyiddin’s statement is downright ridiculous as he himself has declared that he does not fully endorse the 1Malaysia concept, whose official objective is the creation of a Malaysian nation where every Malaysian perceives himself or herself as Malaysian first and race, religion, geography and socio-economic grouping second."

He pointed out that in March this year, Muhyiddin had declared himself "Malay first and Malaysian second" when Lim challenged all Ministers in Parliament to demonstrate their commitment to the 1Malaysia concept by identifying themselves as Malaysian first and race, religion or region second.

Lim also cited other examples which he claimed Muhyiddin had spoken totally inimical to the 1Malaysia concept, including the DPM's defensive stance over the National Civic Bureau (BTN) which has been criticized for being racist.

Lim also said: "His (Muhyiddin's) attempt to mitigate the Nasir Safar outrage claiming that it could have been 'a slip of the tongue' when Najib’s senior political aide labelled Indians and Chinese in Malaysia as 'pendatang', alleging that the Chinese came as beggars and the Chinese women as 'prostitutes.'"

"His (Muhyiddin) hamfisted attempt to aid and abet the inflammatory and incendiary campaign by Umno-controlled media like Utusan Malaysia, Berita Harian, government television and radio stations, playing the race and religious cards to viciously and falsely paint Penang Chief Minister Lim Guan Eng and Pakatan Rakyat Penang State Government as “anti-Malay” and “anti-Islam,” he added.

"This is why Muhyiddin’s claim that Pakatan Rakyat is “running scared” of the 1Malaysia concept is so ridiculous, when the concept does not even get his full support," Lim said.

Saying that the number of "reckless rhetoric of racist extremism and religious bigotry which attack the very basis of the 1Malaysia slogan" has increased recently, Lim said the concept itself was an example of Najib's administration failure to "walk the talk".

"The 1Malaysia slogan is in fact the best example of the wide and increasing gulf between words and deeds of the Najib administration – its utter failure to walk the talk of the Najib signature policies whether 1Malaysia, Government Transformation Programme, New Economic Model or Economic Transformation Programme," the DAP veteran said - MM.

'Instant reforms' pledge riles up BN leaders

Pakatan Rakyat’s pledge for instant reforms in the event it comes to power at the Federal level has generated a litany of responses from Barisan Nasional leaders, most of whom dismissed the list of reforms as unrealistic.

Both prime minister Najib Razak and his deputy Muhiyiddin Yassin had come out separately with statements deriding the pledge which was outlined during PR's convention last Sunday.

Najib was quoted as saying that PR’s statements were unrealistic and made without any consideration of their ability to govern.

Muhyiddin on the other hand suggested a PR-led government would squander the nation's wealth.

“Pakatan can promise the sun, moon, stars and mountains... But that is not the way of the BN government. We cannot squander our nation's wealth.

“For BN, the prime minister has already a long road map for a high-income nation. But Pakatan only has plans for their first 100 days. They have absolutely no plans to reform the economy or anything," said Muhyiddin.

“It is ironic that UMNO-BN leaders accuse us of squandering wealth,” he told in a statement to Harakahdaily, and referred to the controversial multi-billion project announced by Najib during the last budget for a 100-storey tower.

Idris added the comments from BN leaders "smacked of hypocrisy" in view of their past actions, saying they considered projects beneficial to people as wastage.

“All the projects which are beneficial to the people are considered wastage like the Pakatan Rakyat Selangor state government's policy of giving 20 cubic metresof free water to the people.

"When Najib Tun Razak wants to build the 100 storey Menara Warisan tower, it is not considered wasteful. For the children and cronies, it is not a waste,” said Idris.

Ten instant reforms

Idris also took to task deputy Education minister Mohd Puad Zarkashi for saying that the instant reforms promise was "a political drama" to cover up PR's failure.

"Did not BN leaders promised the people on November 3, 2010 that there would be no more increase in oil price, at least until year end, but on December 3, the price of RON95 went up by 5 sen?” he asked.

He said in contrast, PR states, in spite of their financial limitation, were trying to fulfill their manifesto.

Last weekend, Pakatan Rakyat parties dished out what is known as instant reforms which would be implemented in the first 100 days after winning the general election.

They include:
1. Restructure of institutions including the Elections Commission (EC), the Malaysian Anti-Corruption Commission (MACC), the Attorney-General’s Chambers and the Royal Malaysian Police.
2. Repeal of the Internal Security Act (ISA)
3. Take over of tolled highway so that tolls can be abolished
4. Restructure of the country’s subsidies, including transferring gas subsidies to private power producers to the public at large
5. Revamp the salary scale of civil servants and increasing teachers' salary by RM500 a month
6. Transferring private water concessions to the government
7. Free wireless Internet access to those in urban and semi-urban areas
8. Cancelling Felda plantations and opening up its farms to second- and third generation Felda settlers
9. Increasing oil royalty payments to Sabah, Sarawak, Terengganu and Kelantan from 5 percent to 20 per cent, and
10. Formation of a Royal Commission to solve the problem of illegal immigrants and citizenship issues in Sabah and Sarawak.

PKR likely unscathed in polls turmoil, survey shows

The media spotlight on PKR’s fractious party election appears to have had little effect on public opinion, according to the latest poll of voters in peninsular Malaysia.
The results of the poll suggests that Malaysians are undecided if media reports accurately reflected the party’s woes.

Thirty-four per cent of those surveyed by the independent Merdeka Center earlier this month believed unfavourable reports were a true reflection of the opposition party’s troubles.

But another 34 per cent of voters surveyed said the reports were exaggerated. The remaining 32 per cent said they were not sure.

Malays were the most evenly split, with 37 per cent believing the reports accurate compared to 36 per cent who said news of PKR’s “internal conflicts” had been played up.

Indians were more likely to believe the reports overemphasised the party’s problems.

Fourty-six per cent of the Indians surveyed said the reports were exaggerations versus 32 per cent who thought otherwise.

In contrast, the Chinese were the least likely to believe stories of PKR’s woes were being sensationalised.

Only 26 per cent said they thought the stories overblown, while 31 per cent said the stories were accurate.

The Chinese, however, were also the most ambivalent, with 43 per cent unsure if the reports were truthful or not.

The poll was conducted in the first two weeks of this month following PKR’s first ever direct election, which was marred by low voter turnout, allegations of fraud and the acrimonious exit of then-Federal Territories PKR chief Datuk Zaid Ibrahim.

Deputy presidential contender Zaid quit PKR claiming the party had failed to uphold democratic principles.

This month’s poll mirrors the results of a mid-term survey on Pakatan Rakyat (PR) performance in Selangor, where PKR controls nine out of 22 parliamentary seats, the most of any party.

The mid-term survey suggested that PR will be able to defend Selangor in the next general election.

The PR government there scored the highest with the Indian community, followed by Malays and then the Chinese.

Selangor Mentri Besar and former Selangor PKR chief Tan Sri Khalid Ibrahim, however, scored the lowest among Malays, with 38 per cent saying they were not confident in his leadership, compared to 14 and 17 per cent of the Chinese and Indians, respectively.

Gerakan making a crack out of CM’s rented house

The Penang Gerakan is making a hell of noise over Chief Minister Lim Guan Eng’s departure from his official residence Seri Mutiara and his subsequent shifting into a rented house.

Guan Eng’s departure from his official residence, reasoned that the white ants had infested the entire building and it would not be save for the chief minister to continue staying in the said residence.

Then Guan Eng moved into a rented house to await repairs to be carried out on his government residence. Is that wrong? What are the elements of corruption as claimed by the Penang Gerakan leaders and where is your evidence which led to this “corrupt practice” which you all had mentioned.

We wish to remind Gerakan, of all the years of their rule in Penang, why didn’t they root out the corruptions and wrongdoings of their political master Umno? These Umno leaders are hundred times more corrupt then anyone else in this country.

In fact the entire BN coalition is corrupt. Gerakan, like Umno is also still in denial mode. They cannot see what are the wrongs and negatives in themselves but would rather make unpleasant statements and remarks on others.

Gerakan, as been over a decade being part of the corrupt institution, BN, Umno and its governance and therefore, they are not fit to talk about anti-corruption, transparency or accountability.

Gerakan needs to clean its own backyard first!

Pakatan states ought to have own security force

In aftermath of the 8 March general elections last year, DAP, PKR and PAS came together to established a coalition named Pakatan Rakyat to govern five states namely Kedah, Penang, Perak, Selangor and Kelantan which they won over in the said poll.

It was most unfortunate that after the five Pakatan state governments started functioning, the federal government which is still dominated by Umno but without the two thirds majority in the parliament, started and continues its political offensive nationwide against Pakatan in order to curb their rising influence and popularity amongst our people.

Security forces under the jurisdiction of the home ministry were widely being used and mobilized nationwide by Umno to watch and control the increasing activities of Pakatan component parties via restrictions, banning of ceramahs, withdrawal of earlier permits given, massive arrest of supporters, issuing threats and so on.

Besides, Umno s also trying to win back the hearts of the Malay community by stirring up racial sentiments and tensions, promoting hatred and creating chaos in a number of Pakatan rule states.

First, a massive illegal rally was organized by Umno in Penang to protest against plans outlined by the DAP-led state government to implement an open tender system which encourages competency, accountability and transparency. The new state government policy was apparently being twisted by Umno to sound like the DAP had came out with an anti-Malay policy in order to stir the anger of the Malays residing in the state. The police did nothing and did not bother to disperse the illegal rally because it was organized by Umno and it did not have a permit to assemble. The Penang state government however, tolerated the rally with much patient and managed to explain to the people on its new policies. In this case, Umno’s first coup attempt failed in Penang because the overall Malay community did not support the provocative move.

Then, Umno pursued further, this time created havoc and racial tensions in Selangor by alleging that a state executive councilor had instigated the people to protest against two mosques’ azans. As a result the state executive councilor was detained by the Umno inspired police force and put under a so-called ISA detention for few weeks where her whereabouts was kept secret. The state executive councilor was an innocent lady who knew nothing of the intended protest against the mosques’ azan. It was an Umno leader by the name of Dr Mohd Khir Toyo who had stirred up the racial and religious tension in hope that there will be a riot in the state thus allowing the federal government to declare an emergency rule in the state and to have the military called in to take over the state administration from the Pakatan state government. In this case, Umno’s second coup attempt failed in Selangor as the people of the state had fully rallied behind the Pakatan-led state government.

Third, the then Penang Umno Bukit Bendera division chief Datuk Ahmad Ismail again stirred up racial tension in Penang by calling the Malaysian Chinese as Squaters and Temporary Residents of this country. It resulted to massive protest from various Chinese guides and associations and even Umno’s coalition partners in the BN like MCA and Gerakan sounded their protests heavily on their political master and Datuk Ahmad’s racist statement.

Due to this, journalist Tan Hoon Cheng who had reported what Datuk Ahmad said was made a scapegoat and she was unreasonably arrested and detained under the ISA for nothing. The real culprit, Datuk Ahmad escaped justice because he is a prominent Umno leader and closely link to the prime minister.

Not enough with Hoon Cheng’s ISA detention, Umno leaders in Penang ran wild and even called for the journalist to be executed by shooting because she reported the truth. We could remember that Penang Umno secretary Datuk Azhar Ibrahim personally called Hoon Cheng to be killed because she exposed Umno’s racist activities. And the police did nothing despite police reports were lodged by DAP, Gerakan, MCA and other Chinese community leaders. The police could not take action against these Umno racist due to the fact of the supremacist position that Umno leaders enjoyed in this country. This is really frustrating.

In Perak, the Umno leaders successfully engineered a coup d’etat that toppled the Pakatan state government after they enticed two of its state executive councilors and the state assembly deputy speaker to jump ship.

In aftermath of the rebellion, Umno established a rebel state government to take over the state administration from the Pakatan side. The Umno rebel government also used its newly acquired powers to seal off the Perak state legislative assembly building to prevent the state assembly from convening its meeting thus, resulting to the sitting held under a tree outside the state legislative building.

Police and paramilitary personnel were dispatched in number of regiments and battalions to prevent Pakatan leaders from entering the state legislative assembly building and the state secretariat. Apart from that the Umno-led security forces had also surrounded the Sultan’s palace in Kuala Kangsar in order to prevent any Pakatan leaders from seeking an audience with his royal highness to explain the actual situation.

Then, later the Pakatan’s Perak state assembly speaker was ousted in another coup d’etat engineered by Umno in an unconstitutional manner and he was replaced by a strange man who was not even a state assemblyman. And when the speaker tried to resist his coup plotters, the Umno rebels called in their security force and have him forcefully removed and dragged out from his chambers and locked in a dark room for few hours before he was released. These security men did not act professionally nor constitutionally but rather politically pro-Umno against the Pakatan state government leaders in order to maintain their livelihood.

These policemen really had no choice. They are all under the jurisdiction of the home ministry whose minister is a vice president of Umno, the dominant party of the BN coalition. And if they resist their political masters, what will they get in return? Everyone knows.

From here, you could clearly see that even though Pakatan Rakyat is governing some states that they had won right now, they are completely defenseless against the mighty institutions of the Umno dominated federal government like the police force, the military, paramilitary forces, prisons department, judiciary, MACC and the mainstream medias like RTM, TV3, NTV7, Radios, Berita Harian, Utusan Malaysia, NSTP, the Star, etc.

It is very clear that the Pakatan state government had nothing to defend themselves against any onslaughts from the Umno-led federal government and their powerful institutions. What if Umno decides one day that they had enough with all the Pakatan state governments, and decides to declare a state of emergency in these states to forcefully take over the governance of these states with the police and military forces mobilized into action on their behalf?

What can the Pakatan state governments do then? Just sit there and watch their administrations being toppled like that? Are there any other choice? Mobilize their supporters and members to protest against the Umno dominated police and military forces? This would not help much as it may somehow result to bloodshed or massive death among our people if Umno decides to offensively crackdown on Pakatan Rakyat.

Therefore, it is extremely important that the Pakatan Rakyat leaders should seriously consider this option to establish their own security force within their institution and we stress that a Pakatan-led security force is essential to create a balance of power with the Umno-led security forces which can be seen today in its effort to crackdown the activities and influences of our Pakatan state governments and to ensure the stability, security and the safety of their people are maintained in the respective states.

Take Perak by example, Selangor and Kedah might be next. You have to take up this option.

PAS wants DAP, PKR in unity talks

Malaysiakini reports that PAS told Prime Minister Najib Abdul Razak that it will hold unity talks with Umno only if PKR and DAP are included in the talks.

The statement was released by PAS Secretary-General Datuk Mustafa Ali today.

We view Mustafa's state as PAS' positive move to ensure the spirit of comradeship within the Pakatan Rakyat coalition is maintained and whenever any issues or matters in relation with a component party with another outside the coalition must be brought up and consulted amongst component parties.

A good start for the new PAS secretary-general for his move to ensure the unity in Pakatan Rakyat is preserved.

However, PAS must be very careful that any talks of "unity" offered by the BN-Umno coalition must be carefully reviewed and studied. It may be a trap set by them in order to break up the Pakatan Rakyat's coalition.

Mustafa: Stop all talks on unity gov't

Malaysiakini reports PAS elections director Mustafa Ali today urged all his party leaders to stop issuing confusing statements relating to unity talks with Umno.

We view his statement to be positive move and he had contributed in maintaining the unity amongst Pakatan Rakyat component parties.

As such, we also would like to urge all parties to refrain from making anymore statements which would eventually affect the current stature of the Pakatan Rakyat coalition.

We also urge all Pakatan Rakyat component party leaders to brainstorm their current policies and the recent statements they had made in their upcoming Leadership Council meeting.

Do remember, BN-Umno would take this opportunity to manipulate the entire situation to our disadvantage and we need to be very careful of our current political security.

PKR's Mansor won with 5,558 majority

Mansor Othman is on the way to become Penang's new Deputy Chief Minister after winning Penanti by bagging 6,052 votes. His nearest rival is a former Gerakan divisional leader Nai Khan, 494 votes, followed by Aminah, 392, and Kamarul, 56.

All the three independent candidates lost their deposits. Congratulations Mansor on your victory.

Penanti poll on 31 May

The Penanti by-election will be held on 31 May , the prime minister's department's Election Commission (EC) announced yesterday morning. This time the EC had given up hope and decided to set the polling on Sunday.

Despite so many attempts by EC to reduce voter turnout to favour the BN-Umno rulers in the previous by-elections, voters turnout seems to be increasing and so does the majorities won by Pakatan Rakyat candidates.

This shows the voters are more determine nowadays to ensure changes in our nation.

Eli Wong to remain as exco, state rep

Selangor Menteri Besar Tan Sri Khalid Ibrahim today announced that Elizabeth Wong will remain as both state executive councillor as well as Bukit Lanjan assemblyperson. She will report for work again tomorrow morning after a long vacation.

'This is the hardest decision that I have to make in my life and it is with the greatest humility that I accept the Selangor state’s offer to remain in office,' says Elizabeth Wong who had just confirmed she will stay on to both of her state positions to continue serving the people and the state. Latter in her statement, she also thank the Sultan of Selangor for his guidance and advice.

PKR: Mass defections from Kedah PPP

The mass defections, which included People's Progressive Party Vice President V. Nagarajan, meant that PPP, a BN component party has lost almost its entire membership in Kedah.

This shows the BN and Umno no longer have its support from the Kedahans. The Kedah PPP are fed-up and had enough with Umno's supremacist and manipulation over the other BN component parties.

We wish to congratulate PKR Advisor Datuk Seri Anwar Ibrahim for his success in bringing down one of the BN component party in Kedah and brought them into our Pakatan Rakyat fold.

Our final countdown is 7 April. We wish Pakatan Rakyat's PKR candidate all the best in their by-election. May the victory be with us.

Those who encouraged poverty should be condemned

The detractors of the Penang Pakatan Rakyat state government’s effort to eradicate poverty in the state should be condemned as traitors who were out to sabotage the welfare of our people.

What is wrong of giving money to the poor? Is it right that Umno and BN leaders give money for corruption? In fact, the Umno and BN leaders should come up to publicly apologize to our people for their corruption which was rampant during their governance.

As the result of the corrupt practice of these Umno and BN leaders, the state had loss millions in funds which was simply wasted and used for their own political and business agendas.

These Umno and BN leaders are questioning the Penang Pakatan Rakyat state government’s success because they cannot even answer why they could not eradicate poverty during their past 51 years of governance. They are just criticizing because they are already out of their minds and still in a denial mode.

Or maybe these Umno and BN leaders are simply too lazy to check the facts before criticizing the Penang Pakatan Rakyat state government’s effort to help the poor in the state for their own political agenda. They just wanted to sabotage the effort so they could blame the Penang Pakatan Rakyat state government.

Therefore, these Umno and BN leaders must be condemned for their anti-people and anti-welfare stand.

Senior MPSP official under investigation resigns

A Seberang Prai Municipal Council (MPSP) department head has resigned after the council initiated a domestic inquiry into his department’s activities.

Council president Farizan Darus confirmed that Md Pilus Md Noor had voluntarily quit as building department director from March 1 after having served the council for about 20 years.

Farizan said Md Pilus, who is in his 50s, had been relieved of his official duties since Jan 22 to facilitate internal investigations following complaints against him.

Last month, Chief Minister and DAP Secretary-General Lim Guan Eng gave the council a two-month ultimatum to clean up its act and to boost productivity. Lim ordered Farizan to take action against incompetent officers and contractors that gave the council a bad name.

State Local Government, Traffic Management and Environment Committee chairman Chow Kon Yeow also declined to elaborate on Md Pilus abrupt exit. He said the state government had asked the council to initiate a clean-up of its administration.

"We began by going through the council’s accounts and then focus on staff,” he said. Chow who is also Penang DAP State Chairman said the state wanted the council to be more efficient and accountable to ratepayers.

Guan Eng laments red tape over trust fund

Red tape and bureaucratic procedures have prevented the state government from opening a trust fund to help wipe out hardcore poverty in Penang, said Chief Minister and DAP Secretary-General Lim Guan Eng.

He said although it had been over a month since state Health, Welfare and Caring Society Committee chairman Phee Boon Poh discussed with state officials, a bank account for the fund has yet to be opened.

“The account is vital so that the corporate sector and public can obtain tax exemption on their contributions to the fund.

“Unfortunately, this delay has hampered efforts to wipe out hardcore poverty in Penang by our original March 8 deadline,” he told reporters after opening the Bagan constituency free medical camp in Lucky Garden, Raja Uda, here yesterday.

Penang has 904 hardcore poor families with a monthly income of RM400 or less, Lim said, noting that the state wanted to raise their monthly income to RM500 - Agencies.

Penang sets up Religious Goodwill Council

Penang has set up a Religious Goodwill Council to foster and develop inter-faith understanding and harmony among the various communities in the state.

The council, the first government-level body of its kind in the country, will have 21 members from various religious organisations, 11 of whom are Muslims.

Chaired by Chief Minister and DAP Secretary-General Lim Guan Eng, it will also comprise three leaders from PAS including state PAS commissioner Salleh Man.

“This is our latest effort to explore and build common universal values between religious communities,” Lim said in a press conference at his office yesterday.

“It will help improve religious co-existence and understanding in our society.” Lim had announced an idea to form such a council soon after Pakatan Rakyat’s victory in the state in the March 8 general election - Agencies.

Guan Eng: We’ve always against hopping

The DAP today made its stand clear that it was against party-hopping by elected representatives.

DAP secretary-general Lim Guan Eng said the party had never ceased asking for an ‘anti-hopping’ law — even when Pakatan Rakyat (PR) de facto leader Datuk Seri Anwar Ibrahim announced the supposed crossover of Barisan Nasional (BN) members of parliaments on Sept 16 last year.

“This is the DAP policy...I have tried to be like a brother’s keeper but sometimes, we cannot be the keeper all the time.

“We are not denying that DAP and PKR might have differing views but we deal with it. We do not sweep everything under the carpet,” he told reporters after a ground-breaking ceremony to build a perimeter wall and gate at the Silver Jubilee Home in Sungai Nibong here today.

However, Lim, who is also chief minister, said Pas had also stated its stand against the hopping of elected representatives.

He said DAP was willing to support BN if they were to table the ‘anti-hopping’ law and assured that its 28 MPs would give their support. On a report in Chinese dailies that the MCA and Gerakan were against money politics and corruption, he said they should support the formation of an ‘anti-hopping’ law - Agencies.

DAP reaffirms support for Pakatan Rakyat to establish an alternative government that is democratic, people-centric and with an ethical leadership base

DAP's commitment towards a multi-racial, multi-religious and multi-cultural Malaysia is not only an article of faith but a deep conviction in Bangsa Malaysia. DAP is inclusive of all races and religions. We represent the interests and fight for the rights every Malaysian.

In this regard the DAP supports PKR de facto leader Datuk Seri Anwar Ibrahim as the Parliamentary Opposition Leader and will remain so as no single leader has ever questioned this during internal meetings whether at the highest levels or otherwise.

The Pakatan Rakyat leadership has clearly endorsed a position that no individual party policy can be PR policy unless it is fully approved unanimously by all three parties. DAP's position on hudud and Islamic state is crystal clear and regardless of whatever support for both hudud and the establishment of an Islamic State, whether from PAS or PKR, this will not be PR policy as long as DAP does not agree to it.

Similarly DAP's leadership has been consistently urging the government to enact an anti-hopping law even before the Perak crisis, and we have expressed support of our 28 MPs. As BN does not have a 2/3 parliamentary majority, the support of DAP's 28 MPs will be required to effect any constitutional amendment for such an anti-hopping laws.

As a democratic party, DAP policies can be changed in accordance with the wishes of its members. However until today there has been no requests to question or disturb the basic framework of co-operation between the 3 parties of DAP, PAS and PKR that makes up PR.

Establish state level IPCMCs

With the reoccurrence of civilian death in police custody recently, we would not know how many more will happen again in future and the refusal of the Barisan Nasional (BN) federal government to commence with the Independent Police Complaints and Misconduct Commission (IPCMC) bill in the parliament but to only proceed with an ineffective Special Complaints Commission (SCC) bill instead, we want to repeat our urge to the Pakatan Rakyat led state governments in Penang, Kedah, Perak, Selangor and Kelantan to establish the state level IPCMCs in their respective states.

We are very certain that, in the states’ constitution that governs the state administrative structure and the legislative proceedings, these state governments are entitle to establish a commission to investigate, service and to serve the public interest. We call it a state service commission. If the respective state governments can review their powers as mentioned in their state constitutions, we believe that the formation of the state level IPCMC could be carried out soonest without any interference or any judicial review.

If in event such measures contravenes with the federal constitution because the police force are under the federal jurisdiction, then the respective state legal panels should sit down and review an alternative approach like, forming a smaller entity called the State Independent Police Complaints and Misconduct Committee (State IPCMC) or a State Legislative Committee on Police Watch and so on. There are numerous more approach and alternatives instead of merely instituting the IPCMC.

The State IPCMCs if materialize, should include appointees from the public, community leaders, non-governmental organizations, consumer associations, business leaders, state assemblymen and members of parliament. Besides, prominent persons with proven track records in public administration and all parts of communities should also be included in this organization in order to demonstrate its transparency and competency with the people and the general public entirely.

Therfore, we would like to urge the Pakatan Rakyat states to initiate the formation of the State IPCMCs first as soon as possible. The parliament is still dominated by the BN members, and there’s no way we could insist for the actual IPCMC bill to the end, unless there are BN MPs who are willing to lend their support to Pakatan Rakyat MPs. The problem is, will the BN whip ever allow this to happen?

MCA owes the Chinese an apology

It is mischievous for MCA political education bureau chairman, Gan Ping Siew, to say that the DAP owes non-Muslims an apology for campaigning for PAS in the Kuala Terengganu by-election as it was tantamount to helping the Islamist party establish theocratic rule in the country.

The DAP stand has always been against establishing a theocratic state or an Islamic state in the country whether it be by PAS or UMNO. This stand has been there even before PAS became a component party un the Pakatan Rakyat. In fact, it is the MCA which supported the setting up of an Islamic state when former Prime Minister, Dr Mahathir Mohamad, declared Malaysia an Islamic state in September, 2001 when addressing the Gerakan general assembly.

The MCA can be deemed to have accepted Dr Mahathir’s declaration that Malaysia was already an Islamic state. There was not even a whimper on the part of any MCA, Gerakan or MIC leader against that wholly and absolutely a declaration devoid of any substance or merit. In fact, Dr Mahathir publicly challenged the Federal Constitution which declares Malaysia to be a secular state.

Further, Dr Mahathir’s declaration contradicted the public statements by Tunku Abdul Rahman and Tun Hussein Onn, who were lawyers, that Malaysia was a secular state. Dr Mahathir’s declaration was also in contempt of the declaration by a five-member bench of the Supreme Court, headed by Tun Salleh Abas, in 1988 that it was secular law which applied in the country which meant Malaysia was a secular state.

Non-Muslims in the country are well aware of the DAP’s stand against an Islamic state. Time and again, DAP leaders have made this clear both in and out of Parliament. The record speaks for itself unlike the MCA’s record which supports an Islamic state on the premise that the MCA supported the declaration by Dr Mahathir in 2001 that Malaysia was an Islamic state.It is the MCA which owes the Chinese an apology, and not the DAP. The MCA should not pull wool over the eyes of the Chinese particular and non-Muslims in general.

The DAP’s position in the Pakatan Rakyat is crystal-clear when it comes to the country being a secular state, and not an Islamic state. That position is backed by constitutional authority. That is the caveat under which the DAP cooperates with both PKR and PAS. Both PKR and PAS are fully aware of this solemn caveat.

The DAP’s participation in the Pakatan Rakyat is to ensure that there is a two-party system in the country which is a necessity to give the people a choice of the government they would wan installed after a general election. This choice which the people have been given is clearly reflected in the March 8 general election last year.

The DAP wants a two-party system to be perpactuated in the public interest. However, it must be on the basis of sincerity and principle on the part of the component parties of Pakatan Rakyat. Matters of principle must be given the highest premium. It is towards that objective that the DAP will play its role in the Pakatan Rakyat - Karpal Singh, DAP National Chairman & MP for Bukit Gelugor.

BN govt orders federal dept heads to resist Perak state government

We have a grave situation here. Reports from the press had confirmed that the Barisan Nasional (BN) federal government is stepping up its resistance first against the Pakatan Rakyat-led Perak state government.
The minister in the prime minister's department Datuk Ahmad Zahid Hamidi had said yesterday, with immediate effect all federal heads of departments would not be allowed to attend state-level meetings and these federal departments will only consider recommendations and applications from their own created federal village and security committees (JKKKP) instead of the original state village and security committees (JKKK).

According to Datuk Zahid, the move was needed to cut off the state village and security committees (JKKK) appointed by the Perak state government from obtaining any development funds from federal departments. This will eventually make the state JKKK weaker, unreliable, with lack of funds and thus, making the people dissappointed with the state JKKKs' ineffectiveness and moving their grievances to the JKKKP instead.

It is believed that resistance organised by the BN government would eventually move into the other Pakatan Rakyat-led state governments like Kedah, Penang, Selangor and Kelantan.

However, Datuk Zahid had declined to reveal further plans on the other Pakatan-held states when asked to disclose the similar plans in the future.

Looks like the BN is seeking some sort of revenge on the people who voted in the opposition coalition in the five states. The BN is still in a denial mode.
